Does the Integration of the National Medical Insurance Program Correspond to the Productive Welfare ?


Abstract
The Medical Insurance Program in Korea is supposed to be integrated on the 1st of July, 2000.
The Productive Welfare of the human development was suggested as the vision of the welfare state of the 21 century by President Kim.
In this paper, I analyze the relation between the Productive Welfare and the National Medical Insurance Program.
The focus of the analysis is whether the policy of the government on the Medical Insurance Program is coincident with the idea of the Productive Welfare, i.e., whether the integration of the Medical Insurance Program can reduce the financial intervention of the government and raise the productivity of the people.
On the contrary, the integration of the Medical Insurance Program of the year 2000 would increase the financial intervention of the government, raise the burden of the firms and reduce the productivity and morale of the people, which contradicts the idea of the Productive Welfare.
In conclusion, I propose the integration of the National Medical Insurance Program to be postponed until the effect of the merge of the Medical Insurance Program for the self-employeds, is fully studied.
And I suggest the introduction of the global budgeting system, private health insurance system and MSA system of Singapore for the financial stabilization of the Medical Insurance System in Korea.
